I&A plays a crucial role in ensuring the effectiveness of risk management, control, and governance processes by providing independent and objective assessments of the company’s operations.

I&A evaluates the efficiency and effectiveness of internal controls, compliance with laws and regulations, and the accuracy of financial reporting. Also assess the adequacy of risk management practices with corrective actions to mitigate identified risks. The I&A function helps safeguard the organization’s assets, enhances operational efficiency, and ensures that the company’s processes align with its strategic objectives and ethical standards.

Plays a critical role in ensuring effective corporate governance, compliance within an organization and managing the company’s legal and regulatory obligations, maintaining statutory records and filing necessary documents. Serve as a advisor to the Board of Directors in providing guidance on governance practices, board procedures, and compliance issues. Additionally, the CS organizes and records board meetings, prepares meeting agendas, and ensures that decisions are documented accurately. They also facilitate communication between the board, management, and shareholders, ensuring transparency and accountability within the organization.

Responsible for the overall vision, strategy, and operation of the company in setting the strategic direction to align company’s goals with its mission and vision. Plays a key role in fostering a company culture that promotes innovation, collaboration, and excellence in ensuring that the company remains agile and responsive to market changes. Is a specialized division within SEDD dedicated to the systematic and efficient production of software products. It focuses on streamlining and standardizing the development processes to accelerate time-to-market with consistent quality across products.

This division employs best practices in software engineering, including  automation, continuous integration and delivery (CI/CD), and robust testing protocols to enhance productivity and minimize errors. It manages the end-to-end product lifecycle, from initial concept and design through development, deployment, and maintenance. By leveraging a factory-like approach, the Product Factory is expected to optimize resource utilization, reduce costs, and foster innovation, in delivering high-quality software solutions that meet market demands and drive business growth.

Product Factory is headed by Product Lead/Tech Lead

Product development unit houses all the software developers who are essential for the creation and maintenance of software applications and systems. Their primary function involves designing, coding, and implementing software solutions based on user requirements and technical specifications. They write and test code to ensure functionality, performance, and security, addressing bugs and optimizing software performance as needed. This unit work closely with product managers, designers, and quality assurance engineers, to translate business needs into technical solutions. They also engage in continuous learning to keep up with evolving technologies and best practices, ensuring that their work remains relevant and innovative. The Unit is headed by a Product Manager.

Plays a crucial role in bridging the gap between business needs and technical solutions. Their primary function is to gather, analyze, and interpret business requirements to ensure that projects and solutions align with the client;s goals. They work closely with stakeholders to understand their needs, document requirements, and translate them into actionable plans for development teams.

BAs also evaluate existing processes and systems to identify opportunities for improvement and propose solutions that enhance efficiency and effectiveness. By facilitating communication between business units and technical teams, they ensure that projects are delivered on time, within budget, and meet the desired objectives, ultimately driving value and supporting strategic decision-making within the organization.

All Business Analysts (incl. technical analyst) sits in this Unit and is headed by Business   Solutions Consultant

QA is responsible for developing and implementing testing strategies to identify defects to ensure that software functions correctly and reliably under various conditions. QA designs and executes test cases, performs automated and manual testing, and evaluate software against predefined requirements and standards. QA professionals also collaborate with development teams to troubleshoot issues, provide feedback, and drive continuous improvement in the development process. QA function helps prevent defects, enhances user satisfaction, and ensures that the final product is robust, secure, and aligns with both customer expectations and business goals. QAU is headed by QA Lead.

Its primary function is to embed security practices within the DevOps process, combining development, operations, and security into a unified approach by automating security checks throughout the development pipeline, from code integration and testing to deployment. DevSecOps team will implement security controls, conduct vulnerability assessments, and continuously monitor for threats, all while maintaining the speed and efficiency of DevOps practices. DevSecOps helps identify and address vulnerabilities proactively, reducing risk and ensuring that security is a shared responsibility across the entire development and operations workflow.

This unit is pivotal in designing and refining the interaction between users and software applications. The UX will focus on understanding and enhancing the overall user journey to ensure that the software is intuitive, accessible, and meets the needs and expectations of users by conducting user research, creating user personas, and designing user flows and wireframes.

UI, on the other hand, focuses on the visual aspects of the applications to ensure that the software is visually appealing, consistent, and aligned with brand guidelines. Together, UX/UI Unit will create seamless, engaging, and user-friendly experiences that enhance satisfaction, usability, and overall effectiveness of the software. CX Lead will head this unit.

Center for ICT Excellence serves as a Hub of specialized knowledge and expertise within the Center that will act as a catalyst for positive change to drive innovation, best practices, and excellence in ICT- related activities such as networking, cloud computing, cybersecurity and ITIL. The sole objective is to review all the equipment, technology, people and the processes to standardize and simplify; and modernize the required infrastructure and applications across DHI and DHI Companies.

The CSD plays a crucial role in providing essential administrative and operational support in organization’s overall operations and strategic goals to focus and achieve its core business objectives, driving growth and long-term success. Besides, it manages key functional areas such as human resources, finance & accounts, marketing & sales in ensuring that the company operates efficiently and in alignment with regulatory standards. This department too is responsible for maintaining the organization’s infrastructure, both physical and digital, while also overseeing corporate governance, strategic planning, and stakeholder engagement.

This division plays a pivotal role in driving revenue and business growth. The marketing function focuses on building brand awareness, generating leads, and creating compelling value propositions through various channels, including digital marketing, content creation, and events besides conducting market research to understand customer needs, competitor strategies, and industry trends, shaping the company’s product positioning and messaging.

The sales function, on the other hand, is responsible for converting leads into customers, managing client relationships, and negotiating contracts. It works closely with marketing to align strategies and ensure a seamless customer journey, from initial engagement to closing deals and beyond. Together, these functions drive customer acquisition, retention, and overall market share expansion.

This division is central to ensuring the smooth and efficient functioning of an organization. The Human Resource focuses on talent management, including recruitment, employee development, performance management, and maintaining workplace culture. The Administration handles office management, internal communications, document control, and logistics, ensuring a well-organized and productive work environment. Meanwhile, the Procurement manages the acquisition of goods and services, negotiating contracts, and ensuring that the organization gets the best value for its expenditures. It handles accounts payable and receivable, maintaining accurate records of financial transactions and ensuring timely payments and collections. The division also produces financial reports, providing insights into the organization’s financial performance and ensuring compliance with regulatory requirements. Additionally, it manages tax obligations, auditing processes, and internal controls to mitigate financial risks and maintain transparency, ultimately supporting the organization’s long-term financial stability and growth.

Is responsible to promote, attract, manage and help potential Foreign Direct Investments in the field of ICT sector to successfully lease the commercial space and set-up business operation out of Thimphu TechPark. The existing business space in due course of time would get a new face and focus to achieve its revenue goal by attracting new FDIs establishment as well as create centre of IT Business Hub.
