Since 1961, Bhutan has implemented its development priorities through Five-Year Plans. To achieve the long-term vision of becoming a High-Income GNH Economy by 2034, the 13th Plan (2024–2029) introduces a 10-year strategic framework aligned with public sector transformation and global commitments such as the Sustainable Development Goals (SDGs).
However, the planning process has faced challenges, including fragmented data, lack of standardized organizational structures, and limited tools for monitoring and evaluation. To address these issues and ensure better coordination, accountability, and results, the Strategic Planning, Monitoring & Evaluation (SPME) System has been initiated by the PMO with support from the Cabinet Secretariat, Ministry of Finance, and RCSC.

Objectives
The SPME system is designed to:
– Enable agencies (including local governments) to develop and manage their Five-Year Plans digitally

– Capture the complete FYP development and resource mobilization process, including reviews by cross-agency groups covering planning, HR, and resources

– Provide a standardized organizational structure block under RCSC for use in government planning systems

– Generate reports for different stakeholders (OCASC, Agency users, DMDF users) with export features in formats such as CSV, PDF, and Excel

System Components (Phased Development (Phase I))
1. FYP Planning and Management Module
This module focuses on strategic planning for the Five-Year Plan framework. Strategic planning helps define the organization’s long-term vision, mission, and objectives. It provides a roadmap for decision-making and resource allocation. Basic reports can be generated and exported for review and accountability.

2. Organizational Block
This module establishes a single source of truth for the Royal Government of Bhutan’s organizational structures under RCSC. The hierarchical design (agency, department, division, section, sub-section) is dynamic, allowing flexibility for different organizations while maintaining consistency across government systems.

The system focuses on developing a Five-Year Plan (FYP) to streamline the planning process for government agencies. The system integrates HR and resource requirements into the FYP and ensures alignment with subsequent Annual Planning. This project is led by OCASC and developed by Thimphu TechPark Ltd., this initiative will facilitate uniform operation, accurate data management, and end-to-end FYP execution tracking.
